Animated Cosmetics addon makes capes animated. Not only capes. It bring animations to the wings and armor. They will look more realistic. For example creeper cape will get glow animation, speed cape will change texture depends your moving, etc. It includes over 12 different types.

you have to open addon setting and change the slider. There you will see the name of the animation.
